The English Pilot Boat Race was tradionally run in mid-spring. After years of having inept pilots wreck ships along the English Coast, the Admiralty made pilot testing and licensing mandatory.  They came up with a color scheme for Licensed Pilot Boats so that a captian would know that the pilot approaching him was "Official".  The color scheme was - tan forsails and topsails, white jibsail, jib to carry the boat# and crown to assure that the boat was "real".  One of Englands 1st civil service jobs.
